Attestation of compliance with notification requirements/Accreditation for notification purposes

The Slovak National Accreditation Service is, for the purposes of Act No. 146/2023 Coll. on Air Protection and Decree No. 299/2023 Coll., the national notification authority (hereinafter referred to as the “national notification authority”). SNAS is, pursuant to this Act, the accrediting and notifying authority and also controls the maintenance of the accuracy of measuring instruments, in particular by quality management carried out in accordance with the requirements of international standards for the accreditation of testing and calibration laboratories and the accreditation of bodies carrying out inspections of the conformity of measuring instruments with specified requirements.

Attestation/re-attestation of authorized persons (legal entity or natural person – entrepreneur) is carried out in accordance with Act No. 146/2023 Coll. on Air Protection and Decree No. 299/2023 Coll.

Accreditation of testing laboratories, calibration laboratories and inspection bodies in which authorized technical activities are performed (common name for authorized measurement, authorized calibration, authorized test or authorized inspection of conformity according to Annex No. 9 to the Air Protection Act; unless otherwise stated, the abbreviation OTČ also applies to subcontracting by a permanent subcontractor) is carried out in accordance with Act No. 53/2023 Coll. on the accreditation of conformity assessment bodies.

An authorized person who wants to perform authorized technical activities must be notified by SNAS in accordance with Act No. 146/2023 Coll. on Air Protection and Decree No. 299/2023 Coll. and one of the requirements for notification is the submission of an accreditation certificate for the performance of authorized technical activities.

Submitting an application for attestation of compliance with notification/authorization requirements

He application for the service is submitted exclusively through the accreditation information system AIS.

Registration with AIS is required before submitting the first application for accreditation.

When submitting an application for attestation in the AIS of compliance with notification requirements pursuant to Act No. 146/2023 Coll. and Decree of the Ministry of the Environment of the Slovak Republic No. 299/2023 Coll., an application for attestation of compliance with notification requirements for the areas of authorized measurements, namely for the area of testing laboratories, calibration laboratories or inspection bodies, is filled out.

When completing an application for an attestation service in AIS for a testing laboratory, calibration laboratory or inspection body, it is necessary to mark only attestation/re-attestation (do not mark SL, KL and IO) and insert the completed Annex OA 2, OA1 or OA5, which contains both OA forms for SL, KL and IO.

It must be clearly clear from the OA (scope of accreditation) form which authorized activities the attestation/re-attestation of compliance with notification requirements applies to.

The application for attestation of compliance with notification requirements under Act No. 146/2023 Coll. and Decree of the Ministry of the Environment of the Slovak Republic No. 299/2023 Coll. is submitted to the AIS separately, and not as one joint application together with the application for accreditation of a testing laboratory, calibration laboratory or inspection body, even though attestation/re-attestation of compliance with notification requirements is usually carried out together with the assessment of the accreditation requirements of a testing laboratory or calibration laboratory according to ISO/IEC 17025:2017 or an inspection body according to ISO/IEC 17020:2012.

Submitting an application for a change in accreditation of a formal nature

In the case of a change in accreditation of a formal nature according to point 7.1.7 of MSA-04 (e.g. formal adjustment in the area or scope of accreditation, change in normative documents, change in a standard that does not affect the method, incorporation of reported changes to a flexible RA, adjustment of the RA resulting from the requirements of the regulator, adjustment of the RA resulting from the requirements of mandatory documents EA, ILAC, IAF, other adjustments that do not affect the relevant identifying data, etc.), it is necessary to submit an application on form TL 607 Application for a change in accreditation of a formal nature.
